Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of interest
The Government of the Kingdom of Lesotho has received financing from the AfDB and the Global Environment Facility-Least Developed Countries Fund (GEF LCDF) toward the cost of the Lesotho Lowlands Rural Water Supply and Sanitation Project (LLRWSSP) implemented through the Ministry of Water, and intends to apply part of the agreed amount for this grant to payments under the contract for the Consulting Services for Climate Change Risk & Vulnerability Assessment.
The consulting services (“the Services”) include undertaking climate change risk and vulnerability assessment, and to develop/analyze GIS-based Mapping for the identification of hotspots that threaten water security; and to generate knowledge products, based on the best available scientific evidence of the impacts of climate change in the project catchment areas (within the Metolong catchment), which straddles both the Maseru and Berea districts. This will use an integrated assessment approach to capture both biophysical and socio-economics changes within the catchment. The assignment is planned for a duration of six (6) months.
The Ministry of Water now invites eligible consulting firms or association of consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) consultant’s relevance to the assignment; (b) number of years in business; (c) relevant experience; (d) dealing with similar project authorities; and (e) regional and local experience.
Eligibility criteria, establishment of the short-list and the selection procedure of Consultants’ Qualifications Selection (CQS) shall be in accordance with the African Development Bank’s Procurement Framework for Group Funded Operational, October 2021 edition, which is available on the Bank’s website at http://www.afdb.org.

The consultant should submit sealed Expressions of Interest by email or physical to the address below by 22 October 2021 at 16h00 at 11h00 local time and must be clearly marked “Expression of Interest for the Consulting Services for Climate Change Risk & Vulnerability Assessment (AfDB/LRWSSP/C03)”.
