Mechanical Ventilation and Airconditioning Equipment Requirements at ADB Headquarters

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the provision of Mechanical Ventilation and Airconditioning Equipment Requirements at ADB Headquarters (hereinafter referred to as the “Goods and Services”).

The Goods and Services shall cover the provision of the equipment and deployment of skilled personnel, related tools, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following minimum requirements will be considered:

1. have an independent legal existence as a validly registered company in the Philippines for a minimum of three (3) years with capability to “Supply and Deliver” and/or “Supply, Deliver, Install, Test, and Commission” MVAC Equipment (depending on which package the bidder is participating);
2. have a sound financial standing (i.e. positive net worth) over the last three (3) years, from 2018 to 2020. As a minimum, the Bidder’s net worth, calculated as the difference between total assets and total liabilities, should be positive; and
3. not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued or kept by ADB;

Bids should be received before the deadline indicated in the sourcing event.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of bid shall be borne exclusively by the Bidder.
