Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of Interest (REOI)
The Government of the Republic of Liberia has received a grant from The African Development Fund to finance Phase II of the Integrated Public Financial Management Reform Project (IPFMRP II) and intends to apply part of the funding towards the hiring of an individual consultant to carry out an End of Project Evaluation.
The aim of the Project is to strengthen transparency and accountability in public financial management and enhance revenue mobilization from the natural resources sector. The Project has three main components: (i) Strengthening Transparency and Accountability in Public Financial Management; (ii) Revenue Mobilization and Administration, and (iii) Project Management Support.
The main objective of this assignment is to effectively support the Government of Liberia with the preparation of a comprehensive End of Project Evaluation report of IPFMRP II project that will feed into the Project Completion Report for the project, guided by the best practices and modelled around the African Development Bank reporting format and guidelines for a Project Completion Report.
The specific assignment shall culminate into the preparation of a Project Completion Report on the overall project activities, in preparation for the joint evaluation, Project Completion mission and final report by the Bank and the Republic of Liberia (GoL). Through consultations with all stakeholders, desk reviews and field visits, the consultant shall primarily lead in the preparation of IPFMRP II Project Completion Report and exit strategy, and also monitor implementation of the outstanding activities before project closure.
