Item Description:
The European Investment Fund (EIF) is launching a Call for Tenders (open procedure) with the aim of awarding a Service Contract to a single Service Provider (according to the requirements specified in the Terms of Reference) for the provision of technical support services for developing and implementing the EIF Strategic Environmental Impact Measurement Pilot Project (ESIMP). Purpose of the Call for Tenders
The purpose of this Call for Tenders is to award a Service Contract for the provision of expert services to support the development and implementation of the EIF Strategic Impact Measurement Pilot Pro- ject (hereinafter: “ESIMP”) including:
- the measurement and valuation of environmental impacts related to geographical and sectoral entities for the EU and its Member States as well as selected EIF Portfolios and Mandates (and related data sets, KPIs, dashboard, analysis, and documentation);
- an optional
- extension of the environmental impact measurement scope to include social and human impacts, and
- an online impact measurement and valuation tool(also optional),and
- related general project management services, including support for stakeholder workshops and seminars promoting the uptake of ESIMP.
Background on ESIMP
The call for a global green transition emerged again following the 2008-2009 financial crisis and has since been captured in major international and EU policy initiatives and instruments. Those include the 2015 UN Agenda 2030 and its Sustainable Development Goals, the Paris Agreement as well as the 2019 European Green Deal, the EIB Group Climate Bank Roadmap, Nextgenera- tionEU, etc.2
Unlike past green transition episodes that occurred since the late 1980s and that were mainly driven by stakeholder pressure for more sustainability and corporate reputational concerns, the current episode is characterised by new and important risk-related green transition drivers.3 Those include in particular the growing consensus amongst captains of industry and scientists that the rapid environmental degradation jeopardises business continuity and the global economy whereby environ- mental risks are most often global (re international value chains), multi-dimensional (climate-air- water-land-biodiversity) and strongly inter-related.
Co-ordination failures due to the public good nature of environmental goods contribute to the lack of adequate pricing signals increasingly resulting in the under-provision (scarcity) of such goods, hence warranting government intervention.
Effectively managing the green transition in a rapidly evolving (policy and business) environment, now requires comprehensive approaches for effectively and efficiently managing environmental im- pacts and dependencies (rather than topical and silo-based approaches). That includes the need for appropriate impact measurement & valuation frameworks that are capable of measuring and valuing all relevant impacts and associated risks and opportunities (‘what you measure you manage’).
