Item Description:
The European Union Agency for Law Enforcement Cooperation (Europol), on behalf of Europol and the European Medicines Agency (EMA), is planning to award a contract(s) resulting from the above procurement procedure. The procurement documents of the procedure consist of the following: the contract notice, the Invitation to Tender & Tender Specifications including all annexes and forms. The call for tender is in order to sign a framework contract with one economic operation for mobile communication services (voice, SMS and data) for Europol and EMA. Included in this call for tender are also rental of devices and related services.
Europol and the EMA collaborate for efficiency purposes. References in this document to “the Contracting Authority” shall be understood as both Europol and EMA.
The Leading Contracting Authority in this public procurement procedure is Europol. Consequently, Europol will be responsible for the overall management of the resulting framework contract, but each individual agency shall be responsible for execution of their own specific contracts/ purchase orders.
The Contracting Authority is organising this call for tenders in order to ensure the provision of mobile communication carrier services for Europol and EMA at the required level of quality and a competitive price.
Scope and objective
Europol, on behalf of Europol and EMA, wishes to enter into a framework contract with one supplier to procure mobile communication carrier services (voice, SMS and data) and associated services.
The Contracting Authority defines mobile communication to be:
- Voice services: Voice connection over the contractor’s telecommunication (wireless) network for mobile phones.
- SMS services: The service to send and receive national and international text messages as a service component of the contractor’s mobile phone services.
- Data services: Data (internet) connection (including network monitoring tools, incident alert tools and, if applicable, capacity management web based tools) to the contractor’s telecommunication (wireless) network for mobile phones.
- Technical support services
- Other related services (such as the ones indicated under ‘Optional services’)
The exemplification and description of specific supplies/services as specified in these tender specifications and annexes is not exhaustive: once the framework contract has entered into force, the Contracting Authority may order additional supplies/services falling within the general scope of the framework contract.
The objective of the framework contract is to provide the Contracting Authority with mobile communication services meeting the quality expectations and the service target levels defined in this call for tenders for the envisaged duration of the framework contract.
