General Procurement Notice for Lida Wastewater Project

Item Description:

The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

Lida City Unitary Enterprise of Housing and Communal Services “Lida GUP JKH” intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the “EBRD” or “Bank”) and an investment grant from the Northern Dimension Environmental Partnership (the “NDEP”) administered by the Bank for a project aimed for reconstruction and upgrade of the wastewater system in the City of Lida to ensure compliance with the national and EU standards and HELCOM recommendations for effluent quality treatment. Lida Wastewater Project has been signed under the EBRD Belarus Water Sector Framework, phase 2. The proposed project, which has a total estimated cost of EUR 9,0 million equivalent, will require the procurement of the following goods, works and services:

• Reconstruction of Wastewater Treatment Plan
• Upgrade of Wastewater Pumping Stations
• Reconstruction of Pressure Sewers

Tendering for the above contracts is expected to begin in the Q2 of 2019.

Contracts to be financed with the proceeds of the EBRD loan and the NDEP grant will be subject to the Bank’s Procurement Policies and Rules Rev. November 2017 (http://www.ebrd.com/work-with-us/procurement/policies-and-rules.html) and will be open to firms from any country. The proceeds of the EBRD loan and the NDEP grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
