Item Description:
The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.
ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.
Invitation for Bids
The Royal Government of Cambodia (RGC) has received a loan from ADB toward the cost of Skills for Competitiveness Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above. No nationality restrictions apply.
The Ministry of Labour and Vocational Training (MLVT) Unit (“the Purchaser”) invites sealed bids from eligible Bidders for the Supply, Delivery, and Installation of Specialized Training Equipment to five selected technical training institutes (TTIs) in Phnom Penh, Battambang, Siem Reap, and Svay Rieng Provinces (“the Goods”).

The Goods are grouped in lots. Any eligible Bidder shall complete all required items on a lot basis, and may participate on any lot, or multiple lots. The Purchaser will evaluate and compare bids on the basis of a lot, or a combination of lots, or as a total of lots to arrive at the least cost combination for the Purchaser by taking into account discounts offered by Bidders in case of award of multiple contracts. If a Bidder submits successful bids for multiple lots (lowest evaluated substantially responsive bids), the evaluation will also include an assessment of the Bidder’s capacity to meet the aggregated qualifying requirements.
Open Competitive Bidding (International Advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all Bidders without nationality restrictions.
