Item Description:
The European Commission, Communications Networks, Content and Technology on behalf of the EUROHPC Joint Undertaking (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
Description of the Procurement
The purpose of the invitation to tender is to select an economic operator (hereafter “Contractor”) for the acquisition, delivery, installation and hardware and software maintenance of high-performance computing (“Supercomputer”) that will be owned by the EuroHPC JU and hosted by FCT in REN – Rua Cruzeiro dos Chãos, Vila Nova de Famalicão, or other address indicated by FCT on the Portuguese NUTS-II region (Norte).
The EuroHPC JU will conclude a contract with the selected economic operator in order to build, deliver, install and maintain a Supercomputer that will be hosted in Minho, Portugal. Therefore, the prospective Contractors should have proven experience of building, delivering, installing and maintaining similar environments.
The procurement aims to:
- Provide access to High Performance Computing-based infrastructures and services to a wide range of users from the research and scientific community, as well as the industry including SMEs, and the public sector, for new and emerging data and compute-intensive applications and services.
- Foster science and engineering applications in Europe HPC infrastructure by providing more computing resources.
- Foster the use of supercomputers primarily for research and innovation purposes falling under public funding programs, shall be open to users from the public and private sectors and shall have an exclusive focus on civil applications.
The solutions to be procured are expected to be state-of-the-art solutions regarding the following aspects:
- Performance/TCO (Total Cost of Ownership);
- Programmability and usability;
- Versatility;
- System stability;
- Power and energy efficiency;
- Compute density.
Tenderers should guarantee the security of the supply chain for any component or subsystem for the expected lifetime of the corresponding supercomputer. The security of the supply chain should also take into account the international context and availability of any sensitive technology components that may be part of the tender. In particular, any tender should provide a risk management approach and appropriate mitigation plans for any such sensitive technology components and subsystems.
