    The European Commission, Directorate-General for Informatics, referred to below as the contracting authority, is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, this invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    Subject of this call for tenders

    The subject of this call for tenders is the acquisition of printing, copying and scanning as a service (i.e. PraaS: Print-as-a-Service) based on group-based multifunctional devices and group printers as well as the provision of associated services (Princesse III).

    Background

    Currently, the bulk of the needs of the EU Institutions, Agencies and Bodies (EUIs) in terms of office printing, copying and scanning is covered by an inter-institutional supplies framework contract, which allows for the deployment of five models of group- based multi-functional devices and two group printer models. Acquisition of devices can be based on leasing or purchasing.

    The incumbent framework contract is used by the European Commission and by 50 other EUIs which requested to join the procurement procedure. The contract will expire for acquisition on 10 November 2023 and can remain in operation for maintenance, upgrades and associated services for another 5 years after the end of the acquisition phase.

    For the procurement of the successor framework contract, the contracting authority decided to change its sourcing approach towards a ‘Print-as-a-Service’ (PraaS) model.

    Print-as-a-Service includes a full-service covering print, copy and scan capabilities on group based devices (i.e. Multi-Function Device or printer) meeting a range of requirements.

    Detailed characteristics of the purchase

    The services that are the subject of this call for tenders, the specific requirements concerning their performance as well as the minimum service levels required and the applicable liquidated damages in case of their non-fulfilment are described in detail in the “Service Level Agreement” (Annex VII to the draft framework contract).

    Variants (alternatives to the model solution described in the tender specifications) are not allowed. The contracting authority will disregard any variants described in a tender.
