Provision of Enhanced Security Access Control

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, invites interested parties to apply for prequalification in the bidding for ADB Enhanced Security Access Control Project.

The Instructions to Applicants for Prequalification included in this invitation are available until 14 June 2019.

This invitation is open to firms who meet the minimum requirements specified in the prequalification documents, including among others:

(i)  Have the nationality on eligible country in accordance with the List of ADB Member Countries. A Bidder will be deemed to have the nationality of a country if it is constituted, or incorporated, and operates in conformity with the provisions of the laws of that country;

(ii)  Have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;

(iii)  Have an independent legal existence as a validly registered business firm for at least 10 years;

(iv)  Have no pending litigations that represent more than 50% of its net worth;

(v)  Have a sound financial and credit position from 2016 to 2017. As a minimum, Applicants net worth/total equity, calculated as the difference between total assets and total liabilities, should be positive;

(vi)  Have an average annual turnover from service contracts of at least ₱100M from 2016 to 2018;

(vii)  Have at least 2 similar contracts from 2016 to 2018, each with at least ₱40M value; and

(viii)  Have at least 2 contracts from 2016 to 2018, each having a least a 1 month duration, where work was performed within an existing building which remained occupied during construction.

Applications should reach ADB not later than 2:00 P.M. on 14 June 2019. The Application should be sent by courier mail or hand-carried to the attention of Senior Procurement and Contracts Specialist, Procurement and Contracts Administration, Office of Administrative Services, 2nd Floor, Room 21204 SW, Asian Development Bank Headquarters Building, 6 ADB Avenue, Mandaluyong City, 1550 Metro Manila. Late applications shall be rejected by ADB.

Invitations to Bid are expected to be issued in July 2019 and bidding documents shall only be issued to Applicants who have been prequalified. ADB reserves the right to postpone or advance the issuance of bidding documents, without providing reasons thereafter.

This Invitation does not entail any commitment on the part of ADB, either financial or otherwise. All costs associated with the preparation and submission of the Application shall be borne solely by the Applicant.
