Item Description:
This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities, on 27 May 2016.
SA CET-Nord (the Employer), has received a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from the Eastern Europe Energy Efficiency and Environmental Partnership (E5P) Regional Fund, administrated by the Bank, towards the cost of Balti District Heating Project.
The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the E5P grant: “Supply and installation of New biomass (pellets) fired heat only boiler (“HOB”).”
The contract will be implemented in Balti City – Republic of Moldova, and should be completed within 7 months after contract signing date.
The contract consists in design, supply, installation and commissioning of one biomass (pellets) fired heat only boiler, within Molodova HOB Plant, having the following key parameters:
Rated heat capacity: 600 kW
Minimum efficiency: 85%
Minimum availability: 90%
Minimum autonomy (at nominal capacity of the hot water boiler): 12 hours.
All tenderers must meet the following particular qualification requirements:
Non-performance of a contract did not occur within the last 5 (five) years prior to the deadline for tender submission, based on all information on fully settled disputes or litigation.
All pending litigation does not represent more than 20% (twenty percent) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.
The tenderer has an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 5 (five) years of not less than EURO 300,000 (three thousand) equivalent.
The Tenderer has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, sufficient to meet the cash flow requirements for the contract for a period of 6 (six) months estimated at not less than EUR 30,000 (thirty thousand) equivalent, taking into account the applicant’s commitments for other contracts.
The Tenderer has successful experience as prime contractor in the execution of at least 1 (one) contract of a nature and complexity comparable to the proposed contract within the last 5 (five) years prior to the tender submission deadline.
Tendering for contracts to be financed with the proceeds of a grant from E5P is open to firms from all countries. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
All tenders must be accompanied by a Tender Security of EUR 10,000 or its equivalent in MDL, and must be delivered to the address below on or before 14 February 2017 at 12:00 noon local time, at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.
