Capacity Building for a Regional Water Regulator (ATERSIR) in Emilia Romagna

Item Description:

The European Investment Bank (EIB) is the financing institution of the European Union (EU). Created by the Treaty of Rome, its shareholders are the Member States of the EU, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.

The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.

The Bank contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that are directed on the most favourable terms towards financing capital projects in accordance with the objectives of the EU. Outside the Union the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.

Overall objective

The overall objective of the Technical Assistance operation is to improve the Promoter’s capacity in the evaluation of investment proposals received from various water services concessionaries operating within the Province of Emilia-Romagna in Italy, as well as to improve the quality and integrity of investment proposals received from various water services concessionaries.

Purpose/Specific objectives

The purpose of the TA is to contribute to the overall enhancement of service levels of the various water services concessionaries operating within the Province of Emilia-Romagna in Italy, through the improvement of the concessionaires’ capacity of preparing investment proposals as well as the Promoter’s capacity to evaluate such proposals.

Results to be achieved by the Consultant

The Consultant, using industry best practices, shall provide the following:

1. An investment proposal’s appraisal and approval process map (workflow diagram) with roles and responsibilities;
2. A methodology for the selection of the applicable investment proposal’s appraisal procedure, depending for instance on the complexity or size of the proposed investment;
3. An investment proposal’s appraisal manual, complete with procedures and support documentation for the Promoter’s use (Promoter’s Investment Proposal Appraisal Manual);
4. A guide for preparing investment proposals, complete with procedures and support documentation for the use of the water services concessionaires, including investment prioritization/scoring methods (Guidelines and Instructions to Concessionaires);
5. General methods/procedures supporting the investment appraisal procedures, including but not limited to: a. Multi-criteria analysis b. Cost-benefit analysis (for major works and complex investments) c. Use of asset management/asset condition surveys for investment planning;
6. Training the Promoter’s staff on the above procedures and methods; and
7. Preparation of fully worked-out examples (case studies) for each procedure/sub-procedure to demonstrate their application in the context of the proposed investment selection and prioritisation method(s). These examples should preferable come from within Promoter’s operational area, if that is not feasible then at least they should be from the Italian water sector to ensure that they are relevant to the context.
