Construction of Civil Structures: Viaducts, Bridges, and Five Stations

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Government of the Republic of the Philippines has applied for financing from the Asian Development Bank (ADB) toward the cost of the Malolos – Clark Railway Project. Part of this financing will be used for payments under the Contracts named above. Bidding is open to all Bidders from eligible source countries of ADB.

The Department of Transportation (DOTr) (the “Employer”) through Procurement Service, Department of Budget Management (PS-DBM) (the “Procurement Agent”) invites sealed Bids from eligible Bidders for the construction and completion of the Works as broadly described below:

Package CP N-01: Building and Civil Engineering Works for approximately 17Km of elevated rail viaduct including seven balanced cantilever bridges and two elevated steel framed station buildings.

Package CP N-02: Building and Civil Engineering Works for approximately 16Km of elevated rail viaduct, including one extradosed suspension bridge and two balanced cantilever bridges. One elevated station building is also included.

Package CP N-03: Building and Civil Engineering Works for approximately 12Km of elevated rail viaduct, including four balanced cantilever bridges. Diversions and training is required for a 1Km (approximately) stretch of the Sapang Balen river. Two elevated station buildings are also included.

Bidders may bid for a single Package only, or for any combination of Packages.

Pursuant to ITB 35.4, the Employer shall evaluate and compare Bids on the basis of a single Package, or a combination of Packages, or as a total of Packages in order to arrive at the least-cost combination for the Employer, by taking into account discounts offered by Bidders in case of award of multiple contracts.

Discounts for multiple contracts, however, may only be offered by Bidders in the case of two or more of Packages 1, 2, and 3 being combined.
