Item Description:
This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P454805-01/20 of 16th January 2020 and African Development Bank (AfDB) internet website on 20th December 2019.
The Government of the Republic of Kenya has received loans from the African Development Bank (ADB) and African Development fund (ADF), and a grant from the European Union (EU) to finance the Multinational Bagamoyo – Horohoro/Lunga Lunga – Malindi Road Project Phase IMombasa – Mtwapa – Kilifi (A7) Road Project, and intends to apply part of the proceeds for this loan to make eligible payments under the contract for the Construction of LOT 2: Dualling/Upgrading of the Mtwapa – Kwa Kadzengo – Kilifi (A7) road section (40.4 Km).
The Government of Kenya through the Kenya National Highways Authority, herein referred to as the Client now invites sealed bids through Open Competitive Bidding (OCB) from eligible bidders for the Construction of Lot 2: Dualling/Upgrading of the Mtwapa – Kwa Kadzengo – Kilifi (A7) road section (40.4Km).
The project starts at the beginning of the proposed New Mtwapa Bridge next to Mtwapa Town and it runs in a northerly direction through Mtwapa Town, Majengo, Kwa Kadzengo, Kijipwa, Shariani, Takaungu and Mavueni before terminating before the start of Kilifi Bridge.
The works entail the construction of a 7.3 Km dual carriageway consisting of four lanes & service lanes on both sides, Construction of a three span 220 m dual carriageway bridge, upgrading of the existing 33.1 Km Road Section. The works will also entail construction of grade separated junctions, major and minor drainage structures, access roads and social amenities along the road
The pavement structure shall comprise Asphalt Concrete surfacing, Dense Bitumen Macadam base, cement improved Graded Crushed Stone (GCS) sub-base and natural material improved subgrade. A single seal surface treatment shall be carried out on the main carriageway, shoulders, junctions and accesses.
The following are the approximate quantities for the major Bill items of the works:
- Site Clearance, 150 Ha
- Excavation and fills, 730,000 m3
- Improved Subgrade Material, 230,000 m3
- Cement or Lime Treated Natural Material for Sub-base, 145,000 m3
- Cement Improved Graded Crushed Stone Base, 5,000 m3
- Dense Bitumen Macadam and Asphalt concrete, 125,000 m3
- Single seal bituminous surface treatment (Chippings), 9,500 m3
- Concrete for major and minor structures, 47,000 m3
- Steel reinforcement, 7,000 ton
- Piling works, 5,100 ton

The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document.
Due to the outbreak of Covid-19 and subsequent government directives on the containment of the spread, there shall not be physical pre-bid meeting and site visit. However, bidders are encouraged to make arrangements to visit the site and familiarize with the project road before submission of bids. However, there will be a virtual pre-bid conference and bidders interested in attending are asked to confirm attendance by providing their credentials (name, position and firm represented, and email address) within 21 days from the date of this publication to the email addresses provided in 7 above so that invitations for participation in the virtual pre-bid conference can be arranged through the email addresses. The date and time for the virtual pre- bid conference will then be confirmed to the interested bidders.
