The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Tenders (RFT)
The Lesotho Highlands Development Authority (LHDA), Implementing Agency (IA) of the Lesotho Highlands Water Project, hereby invites suitably qualified Tenderers to submit Tenders for Construction Services for the construction of Polihali Dam and Appurtenant Works.
Trans-Caledon Tunnel Authority (TCTA) has applied for loans from different financial institutions, including the African Development Bank (AfDB) and New Development Bank (NDB) in various currencies towards the cost of the Lesotho Highlands Water Project – Phase II.
GENERAL SCOPE OF WORKS TO BE PROVIDED
Polihali Dam will be a 166 m high basalt Concrete Face Rockfill Dam (CFRD) situated on the Senqu (Orange) River near the town of Mokhotlong. The reservoir capacity will be 2 325 million cubic metres and apart from the main dam embankment, the project includes a 43 m high Saddle Dam (also CFRD); a 33 m high upstream cofferdam; 105 m high Intake Tower with a 5 m outlet tunnel/chute (to release 300 m3/s); a 98 m long ogee spillway designed to discharge 4 300 m3/s; two bridges, an Outlet House incorporating compensation and flood release valves as well as a 2 x 2.1 MW mini-hydropower station.

Interested Tenderers may download Tender Documents at NO COST, from the Phase II project website http://www.lhda.org.ls/tenderbulletin/ from 09 August 2021 to 12 November 2021.
Alternatively, CD ROMs containing the Tender documents may be obtained for a non-refundable fee of M 1,000.00 (One Thousand Maloti), between the hours of 09:00 and 15:00 on normal business days from 09 August 2021 to 12 November 2021 at the Lesotho Highlands Development Authority, LHWP2 Project Management Unit, 9th Floor, Lesotho Bank Tower, Kingsway, Maseru, Lesotho. Please note that cash payment will not be accepted. Tenderers are required to deposit payment into the LHDA bank account and provide proof of payment prior to collecting the CD ROMs.
