    Item Description:

    The Commonwealth Secretariat has responded to the request from the Climate Change and International Cooperation Division (CCICD) of the MoE, Fiji, to design a ToRs and commission a pre-feasibility study, which aims to assess options and promote decarbonisation of the public bus fleet through use of electric buses.

    The Commonwealth Secretariat seeks to commission a short-term contract for the preparation and delivery of a technical pre-feasibility study. This work will be set within the context of Fiji’s national policy and institutional arrangements for managing the response to climate change in the country.

    The overall objective of the assignment is to utilise all available data, to provide an objective and evidence-based Techno-economic pre-feasibility study on electrification of public bus transport in Fiji. The consultant will be expected to assess and model technical and financial options for an ebus programme in Fiji, identifying optimal parameters presenting recommendations for operationalising a trial of at least 20 electric busses, on agreed routes.

    This consultancy assignment will ideally be based in Fiji. The consultant will undertake all stakeholder interviews in-person, and will be based in the Ministry of Economy. However due to the on-going Covid-19 pandemic there is a potential option for the consultant to be home based (in any location) and linked up with a counterpart provided by the Climate Change and International Cooperation Division of the MoE, Fiji.

    To be considered, you will need to have:

    • Minimum of a degree in Economics, environmental economics, engineering, renewable energy finance and or any other closely related field, along with considerable work experience in environment (and region) and or climate change.
    • Professional experience and technical competence in emobility, Climate Change assessment and analysis in associated sectors; and engineering capability for ebus technical review.
    • Capability in analysis and interpretation of satellite data is a plus.
    • Ability to interact with senior government officials and a wide range of stakeholders including the private sector, and to facilitate discovery and planning processes.
    • Understanding of the policy and regulatory environment supportive of clean transport transition
    • Understanding of market status and experience liaising with manufacturers of relevant technologies is a plus.
    • Strong analytical and quantitative skills, alongside strong conceptual, synthesis and strategic thinking skills.
    • Strong organisational skills, with the ability to deliver results on time.
    • Strong inter-personal skills and commitment to work in a team-oriented environment.
    • Work experience in Fiji/other Pacific Island Countries or SIDS, and/or developing countries applying schemes for decarbonisation of public bus transport.
    • Excellent command of English (both written and oral).
