Item Description:
The Government of the Socialist Republic of Vietnam has received financing from the Asian Development Bank (hereinafter called “ADB”) toward the cost of the Urban Environment and Climate Change Adaptation Project. Part of this financing will be used for payments under the contract package named above. Bidding is open to Bidders from eligible source countries of ADB.
The Provincial People’s Committee of Quang Binh represented by Dong Hoi City Environment & Climate Change Project Management Unit (“the Purchaser”) invites sealed bids from eligible Bidders for the Package DH/G1: Pumping Stations and Warning Systems CSO, CCTV.
The scope of works includes:
- Providing and Installation of equipment for wastewater pumping stations including pumps, valves, technical piping system and auxiliary items for pump stations No: 01, 02, 03, 04 and 05 (Transfer manhole).
- Providing and Installation of electronic control cabinet and connected to the system (including SCADA system) for the pumping stations No: 01, 02, 03, 04 and 05 (Transfer manhole).
- Provide related services such as commissioning, training, technology transfer
- Other related items
National competitive bidding (NCB) will be conducted in accordance with the ADB’s Single Stage – One Envelope bidding procedure and is open to all eligible Bidders as described in the Bidding Document.
Only eligible Bidders with the following key qualifications should participate in this bidding:
Contractual Experience:
- Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that are similar to the proposed Goods, where the value of the Bidder’s participation exceeds VND 17,000,000,000. The similarity of the Bidder’s participation shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 7, Schedule of Requirements.
Technical Experience and Capacity:
- Goods offered include pumps with a minimum capacity of 65 m3/h; one-way valve, two-way valve with minimum diameter DN150; have been in production for at least ten (10) years and a minimum of 40 units of similar capacity have been sold and have in operation satisfactorily for at least five (5) years. A list of end-users and contact details for the Purchaser’s reference shall be submitted.
Financial:
- Minimum average annual turnover of VND 17,000,000,000 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2015; 2016; 2017).
- Financial Resources Requirement for Subject Contract: VND 5,000,000,000.

To purchase the Bidding Documents in Vietnamese, eligible Bidders should:
- Submit an official letter to the above-mentioned address (para 5) requesting the Invitation for Bid documents for Package DH/G1: Pumping Stations and Warning Systems CSO, CCTV.
- Pay a non-refundable fee of VND 2,000,000 by cash.
Deliver bids:
- To the address above (para 5)
- On or before 9:00 hours on 10 January 2019.
- Together with a Bid Security as specified in the Bidding Documents.
Late bid shall be rejected. Bids will be opened immediately after the bid submission deadline at the above-mentioned address (para 5) – No. 34, Tran Quang Khai Street, Dong Hoi City, Quang Binh Province – in the presence of Bidders’ representatives who wish to attend.
The Purchaser will not be responsible for any cost or expense incurred in the preparation and delivery of bids.
