Design and Construction Services for ADB Gas Station Renovation and ADB LPG Farm Replacement

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the provision of Design and Construction Services for ADB Gas Station Renovation and ADB LPG Farm Replacement (hereinafter referred to as the “Services”).

The Services shall cover the deployment of skilled personnel, related tools/equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following requirements will be considered:

1. The Firm/Joint Venture (JV), if any, shall each have the nationality of eligible country in accordance with the List of ADB Eligible Member Countries. The Design and/or Construction Firm shall be deemed to have the nationality of a country if the Design and/or Construction Firm is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country for a minimum of ten (10) years;
2. The Firm/JV, shall each be in the design/construction business for a minimum of ten (10) years (all partners) with a valid PCAB License with at least Category “B” General Engineering/General Building (for Construction Firm) until the end of the project;
3. The Firm/JV, together with its subcontractors, if any, have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
4. The JV, if any, must be declared upon submission of bid;
5. For foreign firms, the Firm/JV must have either a local representative office in Manila or an association with a local firm which should be declared through the submission of appropriate evidences;
6. The Firm/JV shall each have a sound financial position i.e. positive net worth (all partners);
7. The Firm/JV shall each have no pending litigations that represent more than fifty percent (50%) of its net worth (all partners);
8. The Firm/JV should have experience of at least three (3) engineering design and three (3) construction projects for (i) Gas Station Construction/Renovation (if bidding for the Gas Station project) and/or (ii) LPG Farm Erection/ Replacement (if bidding for LPG Farm project) over the last 5 years; and
9. Past performance of services at ADB (if applicable) or on ADB-funded projects (if applicable) will be taken into consideration.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of bid shall be borne exclusively by the Bidder.
