Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of Interest (REOI)
East African Community (EAC) has received financing from the African Development Fund (ADF) administered by the AfDB toward the cost of the EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) and intends to apply part of the agreed amount of this grant for payments under the contract for Consultancy Services for Development and Dissemination of Regional Promotional/Publicity Material for the East African Payment System (EAPS).
The objective of the consultancy is to develop information, dissemination and implement the publicity campaign for East African Payment System (EAPS) as the preferred mode of funds transfer in the region;
a) Raise awareness about EAPS among stakeholders,
b) Empower the stakeholders to prefer EAPS for cross border payments,
c) Encourage Financial Institutions (FIs) to promote EAPS,
d) Promote EAPS as a fast, safe, reliable, secure, and efficient payment system,
In undertaking the assignment the consultant shall:
i) Define audiences, with special attention paid to demographics, socio-economic definitions, and known media use.
ii) Propose suitable media to reach audiences defined in (1), with attention being paid to cost effectiveness and reach.
iii)Compose key messages to be communicated
iv)Prepare the content for various simulated presentations
v) Propose design and layout of EAPS official communication and publicity materials (Press statement, posters, flyers, wall banners, pull up banners).
vi)All materials should bear the proposed strap line “Cross-border Payments made easier”.
vii) All materials developed need to be translated into the EAC’s official languages.
viii) Printing and production of publicity materials;
ix) Develop standardised monitoring and evaluation instruments to assess the effectiveness of both the promotional messages and campaign.
i) The publicity materials shall be delivered at the headquarters of each of the EAC Partner States’ Central Banks.
The East African Community (EAC) Secretariat now invites eligible consulting firms to indicate their interests in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (company information, legal documents of the company, description of similar assignments, experience in similar projects, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their chances of qualification.
The method of selection shall be Selection Based on the Consultants’ Qualifications (CQS). The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Fund’s website at http://www.afdb.org. The EAC Secretariat is under no obligation to shortlist any consultant who expresses interest.

Expressions of interest must be delivered or emailed to the address below by Tuesday 14th June, 2022 at 1100hrs Arusha local time and mention “Consultancy Services for Development and Dissemination of Regional Promotional/Publicity Material and Services for East African Payment System (EAPS).”
