Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of interest
The Republic of Angola has received financing from the AfDB toward the cost of the Energy Sector Efficiency and Expansion Project – Phase 1 (ESEEP-1) and intends to apply part of the agreed amount for this loan to payments under the contract for the Consulting Services for Supervision of the Works Contract for Engineering Procurement and Construction for Secondary Network Regularization and Supply and Installation of Pre-Paid Metering Implementation of Pre-Paid Meters.
The services included under this Contract are: i) Evaluation and approval of the improvement works on the secondary distribution networks and the meter installations, to be carried out by the Metering Project Contractor(s), ii) Supervise the execution of the improvement works plan for the secondary distribution networks, and iii) Supervise the Contractor(s) execution of the 651.493 pre- paid meters installation plans.
The services will be executed in the following areas covered by Lots 1 and 3 of the “Engineering Procurement and Construction for Secondary Network Regularization and Supply and Installation of Pre-Paid Meters” contract, and the expected contract period duration is 34 months, as set out in the Terms of Reference which are available upon request by interested consultants responding to this REOI:
- EPC Lot 1 contract: Includes Secondary Network Regularization and Supply and Installation of 319,404 Pre-Paid Meters in Customers of the Distribution Centers 01 and 02 of Luanda Region, Luanda, Lunda Norte, Lunda Sul, Moxico and East region to be implemented by a Contractor (EPC). Distribution Center 1 EPC Contract covers the areas of Municipality of Luanda (Districts of Ingombota, Maianga and Rangel). Distribution Center 2 EPC Contract covers the areas of Municipality of Cacuaco (Districts of Cacuaco Vila Sede, Mulenvo de Baixo, Kicolo, Sequele, and Communes of Funda), Municipality of Cazenga (Districts Cazenga, Hoji Ya Henda, Calawenda, Tala Hady, 11 de Novembro and Kimakieza), Municipality of Luanda (District of Sambizanga).
- EPC Lot 3 Contract: Includes Secondary Network Regularization and Supply and Installation of 332,089 Pre-Paid Meters in Customers of the Distribution Center 04 of the Luanda Region, in Luanda, Benguela, Bié, Cuanza-Sul, Huambo and in the Center Region to be implemented by a Contractor (EPC). Distribution Center 4 covers Municipality of Viana (Districts: Viana Vila Sede, Vila Flor, Baía, Kikuxi, Estalagem, Zango, and Communes of Calumbo), Municipality of Quiçama (Communes of Muxima, Cabo Ledo, Quixinge, Mumbomdo, Demba, Chio), Municipality of Icolo and Bengo (Communes of Bom Jesus, Cassoneca, Quiminha, Caculo Cahango).
Empresa Nacional de Distribuição de Electricidade (ENDE) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at http://www.afdb.org.

Note: This is a single task consultancy assignment covering the supervision of 2 EPC lots (lots 1 and 3).
