    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest

    The Government of the Kingdom of Lesotho has received financing from the African Development Bank towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy services to re-design BEDCO’s Business Processes & Implementation of required Information & Communication Technology for the government of Lesotho. The aim of the project is to improve BEDCO’s operational efficiencies and its effectiveness in delivering services to MSMEs through the improvement of its business processes and the use of technology. The objectives of the project are 1) To re-design BEDCO’s processes, 2) To define BEDCO’s technology requirements, 3) To automate BEDCO’s processes, 4) To provide the adequate ICT infrastructure to support the automation, 5) To capacitate staff and MSMEs in the use of the new systems.

    The overall objective of the assignment is to engage the consultancy firm to assist BEDCO in the redesign BEDCO and documentation of its business processes, and the identification of automation requirements and for an enabling ICT infrastructure.

    SCOPE OF WORK: The consultant should work together with the BEDCO team to carry out the following scope of work:

    1. The documentation of the BEDCO’s business process architecture.
    2. The re-design and documentation of BEDCO’s business processes and standard operating procedures (SOPs).
    3. Training of identified staff on the new SOPs.
    4. The identification and documentation of automation requirements specification.
    5. An assessment of the current ICT environment and documentation of future ICT infrastructure requirements.
    6. The development of an ICT implementation roadmap and budget.

    DELIVERABLES: The consultant is expected to produce the following deliverables:

    1. Inception report with a detailed work plan indicating timeline and how the assignment willvbe undertaken
    2. Business process architecture documentation depicting the different hand offs and integration between the business processes
    3. Documentation of processes and standard operating procedures (SOPs) for core and support processes.
    4. Requirements specification document for automation, ICT infrastructure, and design document including prioritised ICT implementation roadmap and budget requirements

    COMPETENCY AND EXPERTISE REQUIREMENTS

    General Competencies.

    • The consulting firm must have carried out at least 3 assignments business process re- engineering.
    • The consulting firm must have at carried out 3 assignments in systems analysis and design.
    • The consulting firm must have carried out at least 3 assignments in the ICT infrastructure design.
    • The consulting firm must have experience in carrying out similar assignments in the public sector.

    KEY EXPERTS:

    1. Project Manager: The project manager should be in possession of the following:
      • Master’s degree in business administration or similar field.
      • Project Management qualification.
      • At least 10 years’ practical experience in the planning and management of similar assignments.
      • Proven track record of people management.
      • Should have interpersonal skills to manage people and build relationships.
    2. Business Process Management Lead: The specialist is expected to have the following competencies, skills, and experience:
      • Master’s degree in information systems or a similar field.
      • Business process management qualification.
      • A minimum of 8 years work experience in documentation of business processes and definition of systems requirements.
    3. Information Technology Lead: The specialist is expected to have the following competencies, skills, and experience:
      • Master’s degree in computer science or a similar field.
      • Systems architecture qualification.
      • A minimum of 8 years work experience in the design and implementation of ICT infrastructure.

    The estimated duration of this assignment is three (3) months from the date of signing the contract.

    The Ministry of Trade and Industry now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services. Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

    Expressions of Interests must be delivered to the address below by 8th January 2021 at 16:30, and electronic submissions should mention as the subject message “Re-design of BEDCO’s Business Process and Implementation of required Information and Communication Technology ” and should be sent to the address below.
