Consultancy Services for the Design and Construction Supervision for the Seed Processing Plants

The Government of Namibia has received financing from the African Development Bank toward the cost of the Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP) and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Design and Construction Supervision for the Seed Processing Plants.

The services included under this assignment are (i) preparation of architectural and structural designs, site specific Environmental and Social Management Plans (ESMPs) and tender documents for construction works; (ii) provision of assistance in the procurement of the contractor following the African Development Bank Procurement Policy and supervision services during the actual construction of the seed processing plants and hand over of the 5 No completed structures. The assignment will be undertaken in three phases and the Seed Processing Plants will be constructed in five (5) strategic regions i.e. Zambezi, Kavango East, Kavango West, Oshikoto and Omusati Regions. The estimated duration for the assignment is twelve (12) calendar months and the assignment is expected to commence in April 2023.

The Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy of Bank Group Funded Operations 2015”, which is available on the Bank’s website at http://www.afdb.org.
