Item Description:
The Government of the Republic of Namibia has received financing from the African Development Bank towards the cost of the Transport Infrastructure Improvement Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Consulting Services for the Sensitisation on HIV/AIDS and other communicable diseases under the upgrading of the Walvis Bay – Kranzberg Railway.
The scope of services under this contract will comprise undertaking a baseline survey of the communities in the project area, designing a suitable sensitisation and prevention programme for the construction workers and the communities and thereafter implementing the approved programme during the construction period of 2-3 years.
The Ministry of Works and Transport now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified and capable to perform the services(brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The overall objective of the consultancy is to prevent the spread of HIV/AIDS and other communicable diseases during the implementation of the construction works through the implementation of an appropriate sensitisation programme for the construction workers and the project area inhabitants. The term “sensitisation” should be understood as inclusive of all actions that may be required for achieving the objective.
The Consultant shall:
a. Undertake a survey of the project area for collecting the baseline information necessary for the design of the appropriate sensitisation programme.
b. Based on the survey results, design the sensitisation programme which may include but not limited to: the organisation of awareness campaigns on HIV/AIDS, STD’s, malaria, tuberculosis and other communicable diseases, the voluntary testing and counselling and other prevention measures, the treatment and support to those infected and affected.
c. Implement the approved sensitisation programme.
The assignment is expected to commence in April 2019 for a total period of 25 months.
The Expression of Interest submission shall include Curriculum vitae of the key experts [to include (i) HIV/AIDS Specialist and (ii) Social Worker] proposed for the assignment. Their experience in similar assignments and knowledge of local conditions will be taken into consideration in the evaluation of the submissions.
Eligibility criteria, establishment of the short-list and the selection procedure (Consultants Qualification Selection – CQS) shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 Edition revised in July 2012], which is available on the Bank’s website at http://www.afdb.org.
