The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services to recommend on the Operationalisation of the Southern African Development Community (SADC) Regional Development Fund.

The services included under this project are to fully operationalize the SADC Regional Development Fund (SADC RDF) that would support the integration process in SADC Member States by providing source of financial assistance to Member States that could alleviate the measurable costs of integration and supplement Member States own initiatives in implementing measures essential to effective integration. The services to be provided under the assignment will focus on establishing the challenges facing Member States in ratifying the Agreement and how these can be addressed. This will also include development of the governance, institutional and organizational framework; Terms of Reference (ToRs) for senior management, and concrete Action Plan for its implementation. In coming up with proposals for a viable mechanism of fast tracking the operationalisation of the Fund, the consultancy will draw on the experience from similar initiatives that have been undertaken or the African Development Bank has facilitated in setting up. Particular attention would be given to regionally-owned funding mechanisms aimed at promoting regional integration and development infrastructure. This assignment is expected to be undertaken over a period of nine (9) calendar months from the commencement date of 20 November 2020.

The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. The firm should also have a strong knowledge and experience in policy research and analysis in an international/regional economic integration setting.
