    Item Description:

    The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

    The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

    BACKGROUND

    Kiribati is an island republic in the Central Pacific, comprising 33 coral atolls and isles stretching along the equator, with most of its land area at or just above sea level. Given its unique geography, Kiribati is faced with challenges in terms of reliable supply of essential medicines and their distribution to the outer islands.

    The Kiribati MHMS is currently preparing for the next annual tender of essential medical supplies. A pharmaceutical expert is needed to review the current system, support the tender preparation and assist in strengthening procurement and distribution system.

    PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

    The purpose of the Consultancy is to support the Ministry of Health & Medical Services (MHMS) of the Republic of Kiribati to improve availability of essential medical supplies by strengthening procurement and supply chain management.

    DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

    Output 1: Procurement and Supply Chain Management System reviewed

    Deliverable 1: Report with the following analysis

    • Organization and staffing at MHMS, LMIS, product selection and forecasting, inventory control procedures, warehousing & storage, transport and distribution
    • sources of medical supplies, performance of existing wholesalers, quality assurance procedures, medical expenditure, and tender documents

    Output 2: Forecasting of need and budget estimation

    • Support stocktaking and forecasting of the needs considering intensified efforts by the MHMS to provide more health services at primary health care level through Role Delineation Policy implementation

    Deliverable 2: Multi-year procurement plan with budget estimation and gaps

    Output 3: Annual Tender supported

    Deliverable 3: Support tender preparations, selection, and awarding of contract

    Output 4: Final report submitted

    Deliverable 4: Consultancy report, with all products/materials produced in annex submitted no later than 30 March 2020.

    METHODS TO CARRY OUT THE ACTIVITY

    Work will consist of desk research, meetings with key stakeholders, writing/reviewing editing plans and supporting documents, and working on daily basis with MHMS Pharmacy department.  All work must be closely coordinated with the WHO Country Liaison Office in Kiribati, the WHO health systems team in the Division of Pacific Technical Support, and with MHMS counterparts.

    QUALIFICATIONS & EXPERIENCE

    EDUCATION

    Essential:  University degree in pharmacy, logistics, public health, or a related discipline.

    Desirable: Postgraduate qualification in public health and/or logistics

    EXPERIENCE

    Essential: At least five years’ international experience working on procurement and supply chain management of essential medical products

    Desirable: Experience working in the Pacific

    TECHNICAL SKILLS & KNOWLEDGE

    • Strong interpersonal skills
    • Strong analytical, thinking and writing skills

    LANGUAGES

    • Expert level written and oral communication skill in English.

    Start date:  14 October 2019

    Duration of contract:  5 months

    Place of assignment

    Kiribati 1st Mission: 14 Oct- 19 Dec 2019.  2nd Mission: 13 Jan – 26 March 2019

    Medical clearance 

    The selected Consultant will be expected to provide a medical certificate of fitness for work.
