Item Description:
This Invitation for Tenders follows the General Procurement Notice ref. 8946-GPN-49366 for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 24 Jan 2018.
The Municipality of Varna hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank towards the cost of GrCF -Varna Climate Resilience Infrastructure Project for planning and development of the paid on-street parking zone (Blue Zone) in Varna and procurement vehicles for on-street parking control in Varna.
The Purchaser now invites sealed tenders from Suppliers for the following Contracts to be funded from part of the proceeds of the loan:
Delivery of hybrid and electric vehicles:
Lot 1: Delivery of five (5) hybrid vehicles:
- four (4) two-wheel drive (4×2)
- one (1) four-wheel drive (4×4)
Lot 2: Delivery of eighteen (18) electric light commercial vehicles
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:
For both Lots:
- Tenderers shall meet the eligibility requirements: no conflicts of interests, not having been declared ineligible by the Bank, compliance with requirements of tender documents for government owned entity if a tenderer is owned by the government, not having been excluded as a result of the Borrower’s country laws or by an act of compliance with UN Security Council resolution;
- In the case of a Tenderer offering to supply goods under the Contract which the Tenderer does not manufacture, the Tenderer shall be duly authorised by the goods’ Manufacturer/Officially authorised representative of manufacturer to supply the goods in the Purchaser’s country in accordance with the requirements of the Tender documents;
- Non-performance of a contract did not occur within the last three (3) years, based on information on fully settled disputes or litigation. All pending litigation shall in total not represent more than 20% (twenty percent) of the Tenderer’s net worth;
- The audited balance sheets for the last three (3) years must demonstrate the current soundness of the Tenderer’s financial position and its prospective long term profitability;
- Minimum average annual turnover of:
- for Lot 1: two hundred and fifty thousand (250,000) Euro calculated as total payments received for contracts in progress or completed, within the last three (3) years;
- for Lot 2: one million (1,000,000) Euro calculated as total payments received for contracts in progress or completed, within the last three (3) years
- Tenderer shall demonstrate that it has access to, or has available, financial resources as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of:
- for Lot 1: one hundred thousand (100,000) Euro, and the overall cash flow requirements for this Contract and its current commitments;
- for Lot 2: five hundred and thirty thousand (530,000) Euro and the overall cash flow requirements for this Contract and its current commitments;
- Experience as Supplier, in at least three (3) contracts within the last three (3) years, with a total value of at:
- for Lot 1: eighty thousand (80,000) Euro, that have been successfully and substantially completed and that are similar to the proposed Goods.
- for Lot 2: three hundred and sixty thousand (360,000) Euro that have been successfully and substantially completed and that are similar to the proposed Goods.
The similarity shall be based on the key technical characteristics for hybrid or electric vehicles as described in Section VI, Supply Requirements.
Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of 200 (two hundred) BGN or its equivalent in a convertible currency.
The method of payment will be direct deposit to indicated bank account and all bank service charges for the transfer are at the expense of the ordering customer:

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of any discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
All tenders must be accompanied by a tender security of:
- For Lot 1: three thousand (3,000) Euro or its equivalent in a convertible currency; and
- For Lot 2: sixteen thousand and five hundred (16,500) Euro or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 10.00 a.m. (Varna time) on 01 February 2019, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
