    Item Description:

    The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

    ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

    The People’s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) toward the cost of Natural Gas Infrastructure and Efficiency Improvement Project. Part of this financing will be used for payments under the contract named above. This contract will be jointly financed by the Asian Infrastructure Investment Bank (AIIB). The eligibility rules and procedures of ADB will govern the bidding process. Bidding is open to Bidders from eligible source countries of ADB.

    The Gas Transmission Company Limited (GTCL) (“the Employer”) invites sealed bids from eligible bidders for the Design, Build, Procurement & Supply, Installation, Construction, Testing and Commissioning of SCADA and Telecommunication System for Chittagong-Feni-Bakhrabad Gas Transmission Parallel Pipeline Project on Turn-Key (EPC) basis.

    Only eligible Bidders with the following key qualifications should participate in this bidding:

    Technical Experience: Participation as a contractor, JV partner, or subcontractor, in at least one contract that has been successfully or substantially completed that is similar to the proposed contract, where the value of the Bidder’s participation exceeds US$ 0.9 million. The similarity of the Bidder’s participation shall be based on the physical size of at least 1 (one) SCADA and T elecommunication project for oil/gas/electricity transmission system on design, engineering, procurement of materials fabrication/ construction/ installation and testing & commissioning (EPC-Turnkey) basis within the last 10 (ten) years as on the date of bid opening with the same nature of works, complexity, methods, technology or other characteristics as described in Section 6: Employer’s Requirements (Volume-1).

    Experience in Key Activities:

    (ii) Design and Engineering of at least 1 (one) Fiber Optic Cable transmission-based SCADA/ Microwave transmission-based SCADA Project or a composite SCADA project within last 10 (ten) years by the bidder.

    (iii) Fabrication and Installation of at least 1 (one) Fiber Optic Cable transmission-based SCADA or Microwave transmission-based SCADA Project and ancillary facility.

    (iv) T esting and Commissioning of Fiber Optic cable transmission-based SCADA or Microwave transmission-based SCADA Project and synchronization with existing SCADA System.

    Size of Operation (Average Annual Turnover): Minimum average annual turnover of US$ 2.25 million calculated as total certified payments received for contracts in progress or completed, within the last 5 (Five) years.

    International competitive bidding will be conducted in accordance with ADB’s Single-

    Stage: Two-Envelope bidding procedure and is open to all bidders from eligible countries as described in the Bidding document.

Interested bidders who are requesting international courier dispatch should pay an additional fee of US$ 100.00. No liability will be accepted for loss or late delivery in this regard.

    • Together with a Bid Security in the amount and form as described in the Bidding Document.

    Technical bids will be opened on 25 March 2019, 12:00 Noon (BST) in the presence of Bidders’ representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Financial Bids of only Technically Responsive and Qualified Bidders shall be opened after Technical Bid Evaluation, whereas, the Financial Bids of those Bidders whose Technical Bids are not responsive and qualified shall be returned unopened after the contract is awarded.

    The Gas Transmission Company Limited (GTCL) will not be responsible for any cost or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

    The Gas Transmission Company Limited (GTCL) reserves the right to accept or reject any or all Bids or annul the bidding process at any stage without assigning any reason whatsoever and without incurring any liability to the affected Bidders.
