Design, Supply, Installation, Commissioning of an Advanced Metering Infrastructure in Second and Fifth Circle, Customer Information System, and Billing System for Lahore Electric Supply Company Limited (LESCO)

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Islamic Republic of Pakistan has received a loan from the Asian Development Bank towards the cost of the Second Power Distribution Enhancement Investment Program, Tranche 1. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

The Lahore Electric Supply Company Limited (“the Employer”) invites sealed bids from eligible Bidders for the Design, Supply, Installation, Commissioning of an Advanced Metering Infrastructure in Second and Fifth Circle, Customer Information System, and Billing System for Lahore Electric Supply Company Limited (LESCO) (“the Facilities”). The Facilities comprise approximately 1,700,000 smart electricity meters including related equipment and IT systems including a Head End System, a Meter Data Management System and a Billing system. The Time for Completion of designated parts or the whole Products and/or Services shall be 36 Months from the Effective Date as described in the Contract Agreement.

International competitive bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
