Development and implementation of the software and purchase of the hardware for IT systems in data collection and management in crisis situations within Public Health Emergency Operations Centre

Item Description:

The Mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU’s neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities.

By implementing assistance actions in Europe’s eastern and southern neighbourhood, DG NEAR supports reform and democratic consolidation, and strengthens the prosperity, stability and security around Europe. DG NEAR helps to promote EU values, policies and interests in this region, and to contribute to developing the special relationship of the EU with its neighbouring countries.

Subject of this contract

The subject of the contract is development of IT system in the field of data collection and management in crisis situations. It combines both services for the development and implementation of the software for a data warehouse and a supply of the underlying IT hardware required for the use and management of the system (to be purchased using the budget for incidentals under a service contract). The System should be developed and the hardware installed in the future Public Health Emergency Operating Center (PHEOC). The objective of this procurement is to contribute to strengthening capacities of the Institute of Public Health of Montenegro in order to respond effectively to public health requirements for all future outbreaks of contagious diseases in the country.
