Ukraine has received financing from the World Bank toward thecost of the District Heating Energy Efficiency Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes: i) elaboration of preliminary design documents (stage “P”) for Modernization of Boiler Houses, Installation of Mini CHP and Reconstruction of Heating Networks (length of 2.8 km insing-pipe measurement) in the City of Ternopil; ii) preparation of Bidding Documents for further selection of theContractor for Modernization of Boiler Houses and Installation of Mini CHP; iii) fieldsupervision over the works.

The Services which include design works will be required over a period of ten (10)months starting from Mart 2017. The Services, which include on field supervision will be required over a period of twenty (20) months starting from June2017.

Public Utility of District Heating Networks “Ternopil miskteplokomunenerho” now invites eligible consulting firms (“Consultants”) to express their interest in providing theServices. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services that will be assessed by comparison with other interested consultants.

The short listing criteria are:
a) General qualification in the District Heatingsector;
b) Relevant experience in similar assignments in designof boiler houses, mini CHPs and district heating networks;
c) Technical and managerial capabilities of thefirm, experience in Ukraine would provide an advantage;
d) Experience in projects financed by International Financial Institutions (World Bank, EBRD, EIB, NIB etc);
e) Experience in preparation bidding documentation for projects funded by international financialinstitutions (World Bank, European Bank for Reconstruction and Development, European Investment Bank and soon).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits & Grants by World Bank Borrowers, from January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’spolicy on the Conflict of Interests.

Consultants may cooperatewith other firms in the form of ajoint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the “Quality- and Cost-Based Selection” method set out in the Consultant Guidelines.
