    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    The Federal Republic of Nigeria has applied for financing from the African Development Bank toward the cost of the Nigeria Transmission Expansion Project (NTEP 1), and intends to apply part of the proceeds toward payments under the contract for the Engineering Design, Procurement, Manufacture, Supply, Construction & Commissioning of 330kV Double Circuit QUAD Conductor Transmission Lines.

    The Transmission Company of Nigeria Plc – Project Implementation Unit TCN(AfDB PIU)intends to prequalify contractors for the Engineering Design, Procurement, Manufacture, Supply, Construction & Commissioning of 330kV Double Circuit QUAD Conductor Transmission Lines in three (3) Lots as follows:

    LOT 1

    Construction of new 330kV Mando (Kaduna) – Rimin Zakara (Kano) 205km double circuit QUAD conductor transmission line with Turn In-Out at New Zaria substation.

    LOT 2

    Reconstruction of existing 330kV Delta-Benin 107km single circuit Twin conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Delta (Ughelli) and Benin (Main) substations.

    LOT 3

    Reconstruction of existing 330kV Alaoj-Ihiala-Onitsha 138km single circuit conductor transmission line to double circuit QUAD conductor, with additional 1 x 330kV line bay extension each at the existing Alaoji and Onitsha substations with Turn In-Out at Ihiala substation.

    Details of the above descriptions and scope of work are contained in the Prequalification Documents. It is expected that the Request for Bids will be made in December, 2019.

    Prequalification will be conducted through the procedures as specified in the African Development Bank’s Standard Prequalification Document for Procurement of Works (SPQD), revised in July, 2012 and is open to all eligible Applicants as defined in the Procurement guidelines.

A complete set of prequalification document comprising of Lots 1 & 2 in English language may be purchased by interested Applicants on the submission of a written application to any of the addresses below and upon payment of a non-refundable fee of Sixty Thousand Naira NGN60,000.00 (US$ 167.598) per LOT through the Central Bank of Nigeria (CBN) Remita platform payable to the Transmission Company of Nigeria with obtained Remita Retrieval Reference (RRR) print-out or through CBN/TCN ACCESS BANK UK Account No. 25000115008 payable to the Transmission Company of Nigeria with obtained SWIFT print-out, before collection of the Tender document. The Prequalification Document shall be sent by Courier upon additional payment of Twelve Thousand Naira NGN12, 000. 00 (US$ 33.52) for places within Nigeria or Thirty Thousand Naira NGN30, 000.00 (US$ 83.799) for Europe and West Africa and Fifty Thousand Naira NGN50, 000.00 (US$ 139.665) for all other countries not later than three (3) weeks from the date of publication to cover the delivery.

    Firms that cannot meet the following key qualification requirements are encouraged to form Joint Ventures to enhance their capacity to participate in the Prequalification Process.

    Eligibility and Qualification criteria for each lot. Applicant shall be allowed to bid for any or both lots, however, it may only be awarded both contracts if it meets the aggregated requirements for both lots.

    (a) Average annual turnover requirement

    Minimum average annual turnover of

    • Lot 1 – One Hundred and Sixty Million US Dollars (US$160,000,000.00)
    • Lot 2 – One Hundred Million US Dollars (US$100,000,000.00)
    • Lot 3 – One hundred and Twenty Million US Dollars (US$ 120,000,000.00)

    Calculated as total certified payments received for contracts in progress and/ or completed, within the last three (3) years.

    (a) Financial Resources:

    The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as follows:

    • Lot 1 – Eight million, Two hundred thousand US Dollars (US$8,200,000.00)
    • Lot 2 – Three Million, Five hundred thousand US Dollars (US$3,500,000.00)
    • Lot 3 – Four Million, Five thousand US Dollars (US$ 4,500,000.00)

    (b) Specific Experience:

    A minimum of two (2) number similar contracts specified below that have been satisfactorily completed as a prime contractor, joint venture member, management contractor or subcontractor within the last five (5) years, each of minimum values as follows:

    • Lot 1- Forty-Four Million US Dollars (US$ 44,000,000.00)
    • Lot 2- Twenty-Nine Million US Dollars (US$ 29,000,000.00)
    • Lot 3 – Thirty-Four Million US Dollars (US$ 34,000,000.00)

    It is required that two of the five contracts should be outside the bidders’ home base (with at least one in Africa, or similar environment as an added advantage).

    Applications for prequalification should be submitted to Address (1) below in clearly marked envelopes and delivered to the address below by 12:00noon on Friday 18th October, 2019 Late applications will be rejected.
