Bosnia and Herzegovina hasreceived credits from the World Ba an Investment Bank toward the cost of the Roads Modernization in Federation of B&H, andintends to apply a part of the proceeds for the consulting services.
The consulting services (“the Services”)for Roads Modernization in Federation ofB&H include, but are not limited to supervision of the quality, quantity, time andtechnology of the executed works; Environmen tal and Social Monitoring, preparation and submission of the mandatory Reports andother activities as recommended in Guidelines forRoad Design, Construction, Maintenance and Supervision/ Sarajevo 2005/Volume IV,Supervision (www.jpcfbih.ba). The objecti ve of the consultancy services is to ensure that high quality construction isachieved and that all works are carried out in full co mpliance with the engineering design and environmental protection, technicalspecifications described in the civil works contracts a nd that all efforts are deployed by the contractors to manage theconstruction within the agreed time and price.
The Servi ces will include supervision for the following constructionworks:
– Construction of third lanes for slow traffic on nine selected road sections;
-Reconstruction/rehabilitation of four selected road sections with partial axis correction;

– Reconstruction ofeight intersections classified as black spots on main roads;
– Rehabilitation of three selec ted tunnels, and
-Rehabilitation of seven selected bridges.
The Employer will award the above works either indi vidually or in packages,according to the Procurement Plan.
Expected construction period is February 2017 – December 2020,including the DefectLiability Period under civil works contracts.

The JP Ceste Federation of Bosnia andHerzegovina nowinvites eligible consulting firms (“Consultants”) to submit their interest in providing the Services. I nterestedConsultants should provide the information demonstrating that they have the required qualifications and relevant experienc e toperform the Services.
Consultant’s organization and corporate capacity
Consultant’s general and specific experience in similar assignments
In order to determinate the capability and experience of theconsultants seeking to be short listed, the information submitted shall include the following:
Companyinformation: name, status, address, telephone number, facsimile number, e-mail address, year of establishment, contact person for the pr informationject, audited balance sheets for the last 5 years to demonstrate the soundness of the applicant’sfinancial position rm profitability, number of permanent staff and part-timers, fields ofexpertise;
Details of experience insimilar assignments undertaken in the previous 5 (five) years,including the contract(s) value and location(s), number of staff inv olved in the contract(s), name of the Client(s), name ofpartners for contract(s) execution, source(s) of financing, type of service s provided, contract(s) commencement and completiondates, brief description of the contract(s).
The follo wing selection criteria will be applied to allapplicants aiming to establish the short list. In the case of application submitted b y a JV, the lead partner shall meet not lessthan 65% of all the qualifying criteria for financial and technical capacity and the ot her partners shall meet not less than 35%.The JV must satisfy collectively the criteria for professional capacity, for which purpos e the relevant figures for each of thepartners shall be added to arrive at the consortium’s total capacity:

a) Economic and financial capacity of applicant:
• The average annualturnover of the candidate must exceed EUR 500,000 for the last 3 financial years (2013, 2014 and 2015).
b) Professsional turnoveapacity of applicant:
• At least 15 permanent staff (this year 2015) working for thecandidate fields related to this contract.
• The applicant should have a back-up capacity other than the team toconduct the su pervision work.
• The applicant should have given the company organization and company description inhis application .
c) Technical capacity of applicant:
• The applicant should havesuccessfully completed a t least 2 contracts similar to the assignment in the last 5 years prior to the submission deadline of thisapplication (from 2011 to2015), each of min. value of EUR 500,000
• At least onecontract: Construction sup ervision of rehabilitation / construction of tunnel min length of 500 m1
• At leastone contract: Construction supervision of rehabilitation / construction of bridge min length of 50m1
– A list of on going assignments including the commencement and the completion dates and the personnelinvolved.
– Individual expert&rsqu o;s bio data are not required in this phase.
The attentionof interested Consultants is drawn to paragrap h 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultantsunder IBRD Loans and IDA Credits & Grants byWorld Bank Borrowers, January 2011, revised July 2014 (“ConsultantGuidelines”), setting forth the World Bank&rsqu o;s policy on conflict of interest.
Consultants may associate withwith each other in the form of a joint venture or of a sub-consultancy agreement to complement their respective areas of expertise,strengthen the technical responsiveness of their propos als and make available bigger pools of experts, provide better approachesand methodologies. All the members of the joint vent ure shall be jointly and severally liable for the entire assignment.However, the experience of sub-consultant will not be considere d while short-listing.
A Consultant shall be selected inaccordance with the Quality Cost Based Selection (QCBS) method asset out in the Consultant Guidelines.
The consultantsare strongly advised to limit their Expression of Interest to 30 pa ges. Company brochures may be included as an Annex, and willnot be affected by the limit of 30 pages.
