    Item Description:

    UNICEF JCO needs to update its photo archive to continue effectively supporting advocacy and resource mobilization efforts, and as well as provide visibility to its donors.  The assignment will result in quality photographs that will be used in reports, social media and exhibitions.

    In view of the above, and in order to minimise the time required to establish contract for every assignment, and increase cost effectiveness, a Long-Term Arrangement (LTA) is required with individuals/companies specialised in photographer/s is required to meet the needs of UNICEF JCO in this field for twenty-four months.

    OBJECTIVE AND TARGETS

    • To provide high quality photographic content in digital format on the situation of children and women in Jordan and UNICEF’s action and interventions.

    DESCRIPTION OF THE ASSIGNMENT

    In consultation with the communication and related programmes and section in UNICEF, provide photographic content on:

    • Activities implemented by UNICEF and its partners in Education, WASH, Health & Nutrition, social protection, child protection and youth engagement.
    • Profiles of children, youth and adolescents and families and NGO and UNICEF field workers
    • Visibility of donors during events and at UNICEF programme sites

    EXPECTED DELIVERABLES

    1. High quality digital photographs with captions as per timeline communicated by UNICEF.
    2. Photo essays of children/young persons showcasing their lives – when required.
    3. Photos depicting the general situation of children in households, communities and schools in refugee camps and towns and communities across Jordan.

    REPORTING REQUIREMENTS

    1. The Contractor(s) shall provide UNICEF with a detailed invoice and Certificate for Services Completed for each assignment within ten (10) days of the completion of the assignment.
    2. The Contractor(s) shall provide UNICEF with Yearly Reports summarizing the activities performed for UNICEF during the year including: quantity and description of jobs, costs of the jobs, improvement undertaken by the Contractor(s) in order to provide better services to UNICEF.  This shall be submitted to the Supply and Logistics Specialist, as identified in the Long-Term Arrangement.
    3. Reports may be submitted via email in PDF format, unless specifically requested otherwise.

    REALISTIC DELIVERY DATES AND DETAILS ON HOW THE WORK MUST BE DELIVERED

    1. Equipment: Consultant provides all photographic equipment.
    2. On assignment completion, the entire coverage will be transferred via online media or memory sticks, with complete caption including descriptions, name and age of subjects, and submitted to the Communication Section.
    3. UNICEF has first selection rights – non-exclusive world rights in all media in perpetuity – to all images taken on this assignment. These rights are held equally with the consultant.

    OFFICIAL TRAVEL INVOLVED

    • International and Local travel and airport transfers (where applicable) will be under responsibility of the contractor in accordance with UNICEF’s rules and tariffs. (Travel cost to be included in the financial offer)
    • Flight costs will be covered at economy class rate as per UNICEF policies.

    CONTRACT MANAGEMENT

    • Work can only commence once UNICEF issues written instructions/a Purchase Order.
    • Management of the Long-Term Arrangement (LTA) will be the purview of the JCO Supply and Logistics Unit.  Further, the Supply and Logistics Unit will remain the focal point for all administrative, financial and commercial queries and correspondence, including contract amendments.

    FREQUENCY OF PERFORMANCE REVIEWS AND PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

    • Assignments will be evaluated and comments sent to the contractor after each assignment
    • Overall performance review of the Long-Term Arrangement will be conducted by the Supply and Logistics Unit at least annually, and as a condition of LTA renewal or extension.
    • Evaluation will be based on the deliverables noted in Section

    DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE

    • Professional photographer with at least 3 years of experience.
    • Photographers experienced in documenting humanitarian and development work are encouraged to apply.
    • Experience in photojournalism is an asset.
    • Fluent in spoken and written English. Fluency in Arabic will be an asset
    • Previous work experience with UNICEF/UN agencies an added advantage.
    • Cooperative, motivated and flexible in working overtime and over weekends to produce quality products with short deadlines.
    • Good understanding of new and evolving technologies and digital platforms.

    PROPOSED PAYMENT SCHEDULE

    • The contractor will submit an invoice after completion of the assignment based on which UNICEF will initial the payment process.
    • UNICEF will process payment based open satisfactory completion and certification of the work by UNICEF.
    • Payments for assignments and tasks will be made as per the rate sheet included in the contract between the contractor and UNICEF.

    PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS 

    • Quality and quantity of photographs and videos.
    • High quality photos with captions.

    FREQUENCY OF PERFORMANCE REVIEWS 

    • Joint planning of mission with consultant and regular review of progress.
    • Evaluation at the end of contract period.

    UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE

    In case of unsatisfactory performance, the payment will be withheld until quality deliverables are submitted. If the firm/individual is unable to complete the assignment, the contract will be terminated by notification letter sent 30 days prior to the termination date. In the meantime, UNICEF will initiate another selection process in order to identify appropriate candidate.

    STRUCTURE AND EVALUATION PROCESS OF THE PROPOSAL

                  70% technical + 30 financial= 100% total

    Financial Proposal: 30%

    All prices should be quoted in JOD currency and inclusive of all service fees.

    UNICEF will select the most competitive price offers and time frame.

    UNICEF is exempted from the sales tax.

    Minimum technical score: 70% of 70 points = 49 points

    The total amount of points allocated for the price component is 30. The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms/institutions which obtain the threshold points in the evaluation of the technical component. All other price proposals will receive points in inverse proportion to the lowest price; e.g.:

    CONDITIONS AND ADMINISTRATIVE ISSUES

    CONDITIONS

    • The consultant will work on his/her own computer(s) and use its own office resources and materials in the execution of this assignment.
    • Travel cost is covered as part of the contract fees.
    • Flight costs will be covered at economy class rate as per UNICEF policies.
