External Provision of IT Services for the Statistical Production, Standardisation and Dissemination

Item Description:

The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

The European Commission, Directorate General EUROSTAT, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Subject of the contract

The informatics services forming the subject of this invitation to tender are divided into the following lots:

Lot 1: SDMX and standards implementation activities: support, training and consultancy

The objective of implementing SDMX is to improve the quality of the information transmitted, reduce the costs for competent national administrations and Eurostat, and to provide support for a number of preparatory activities.

Lot 2: Developments based on statistical standards for data and metadata exchange, and dissemination

The objective of implementing data and metadata tools based on standards like SDMX, is to improve the quality of the information transmitted, reduce the costs for competent national administrations and Eurostat, and to provide support for a number of preparatory activities.

Lot 3: Statistical production applications: development, support and maintenance

The objective is to obtain services for the development, implementation, support and maintenance of information systems for statistical production (both common tools and domain specific programs) and of the underlying or complementary software applications used in Eurostat.

Each lot is the subject of a separate framework contract. Tenderers may submit a tender for one or several lots, but not for parts of lots.

For all lots, multiple framework contracts shall be signed with the successful tenderers (up to 3 successful tenderers per lot). For the execution of these contracts a cascade mechanism as described in Annex 8 “Ordering processes, Delivery for all types of orders, The cascading mechanism, Conflict of interest and Roadmaps” will apply.
