    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of interest

    The Government of the Republic of Ghana has received financing from the AfDB and OPEC Fund for International Development (OFID) towards the cost of the implementation of the Eastern Corridor Road Development Programme, Phase 1 (ECRDP-1), and intends to apply part of the agreed amount for this loan to payments under the contract for the Consultancy Services for Feasibility Study and Design for water and sanitation systems on the Eastern Corridor road.

    The Components included under the ECRDP-1 are:

    • Road Construction Works (Dufor Adidome – Asikuma Junction (39.2km) and Asutuare – Aveyime (23.9km) including Interchanges at Dufor Adidome and Asikuma Junction);
    • Consultancy Services;
    • Project Management & Institutional support;
    • Community Support;
    • Trade & Regional Integration.

    The objective of the assignment is to conduct feasibility studies and prepare design(s) for the construction of water supply systems in four (4) small towns and rural communities along the Asutuare Junction to Volivo and Asutuare to Aveyime sections of the Eastern Corridor Road in the Volta Region of Ghana.

    The Scope of the Services for this consultancy service are to, among others:

    • Asses the current water and sanitation situations in the communities
    • Assess the shortfalls in water supply of the communities
    • Review and identify sources of water that could be harnessed for water supply to the communities and small towns. The review will include:
      • assessment of various water sources including the possibility of using existing boreholes in the communities, surface water and/or drilling of new boreholes.
      • assessment of water quality and the water treatment options.
    • Design water supply systems for the selected option.
    • Prepare engineering drawings and produce detailed priced Bill of Quantities.
    • Prioritize the designs for construction, using approved criteria.

    The assignment shall involve but not restricted to the following to meet its activities:
    During Feasibility, the consultant shall establish the current population and water needs of the various communities. It is required of the consultant to study the background information of the areas and do detailed assessment of water resources in those areas, obtaining data on borehole and surface water sources in the geographical area. In addition, He shall identify existing water sources that can be developed to meet the needs of the communities and also prepare feasibility report including recommendations for the water supply systems.

    At the Design stage, the consultant shall prepare a final design to cover hydraulics and electromechanical fixtures, taking into consideration CWSA design guidelines with detailed estimated priced bills for the construction.

    The Ghana Highway Authority now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
