The Royal Government of Cambodia has received financial support from the World Bank, specifically from the Trust Fund forfinancing theCambodia Enhancement of Poverty Analysis Capacity Project and intendsto apply part of the proceeds of this grant forservices provided under this assignment.
The main objectives of the project are to strengthen Cambodia’s national statistical system, improve the government’s capacityto produce poverty and inequality level and interpret the indicators, and enhance quality of the collection and production of pricedata in Cambodia. The project has duration of approximately two years, and the implementation agency is the Ministry of Planning(MoP). Members of the Project Implementation Unit (PIU) are comprised of technical and administrative staff from both the GeneralDirectorate of Planning (GDP) and National Institute for Statistics (NIS) of MoP.
The EPACP, on behalf of Ministry of Planning (MOP) is responsiblefor procuring consulting services, now invites qualified andexperienced international individual consultants to indicate their interest incarrying out the services as further detail in theTerms of Reference. This is approximately 14 weeks assignment for a team of three people(two international specialists and onelocal specialist). The implementation period is from April to October 2017.
Interested consultants should provide their experience and qualification indicating that the Consultant possesses the relevantexperience and qualifications to perform the services as follows:
Extensive experience in the related field of the assignment for at least 5 years.
Good track record of providing sectoral assessment and experiencing in producing the NSDS.
Legal entity registered.
Experienced working with projects funded by multilateral institutions, including the World Bank is a plus
Good company profile with available staffs carrying relevant experiences.
Experienced working in the region.
Firm/NGO should have a team of at least three qualified people working as (1) International Specialist for NSDS and as TeamLeader; (2)International Specialist for Sectoral Assessment of Social, Economic and Natural ResourceStatistics; (3) National Specialist (qualification andexperience requirement are to be detailed in the TOR).
The Consultant will be selected based on the method as described in the section V of World Bank’s Guidelines: Selection andEmployment of Consultants by World Bank Borrowers, published in January 2011, which can be found at http://www.worldbank.org.
The World Bank’s policy requires that consultants provide professional, objective, and impartial advice and at all times holdthe client’s interest paramount, without any consideration for future work, andthat in providing advice they avoid conflicts withother assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflictwith their prior or current obligations to other clients, or that may place them in a position of being unable to carry out theassignment in the best interest of the Borrower. Without limitation on the generality of the foregoing, consultants shall not behired under the circumstances set forth in the WorldBank’s Guidelines above.
