The European Commission, Directorate-General Human Resources and Security, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. Subject: what is this call for tenders about?
The aim of this framework contract is to provide consultancy services on organisational development and collaborative working projects to departments of the European Commission and other European institutions, bodies and agencies, and to build capacity for organisational development and collaborative working.
The purpose of organisational development in the institutions, bodies and agencies of the European Union is to foster alignment of the organisation’s objectives, structures, culture, ways of working with the needs of stakeholders, this to serve the European Union and its citizens.
As a field of practice, organisational development addresses group dynamics, human dynamics, and systems dynamics. A specific focus here is on collaborative working, knowledge management, knowledge sharing, and modern ways of working, which are essential to foster the organisation’s development.
Background and objectives
The European Union is under constant pressure to transform and adapt to an ever-changing institutional, political and economic context, in Europe and the rest of the world.
Europe has ambitious political priorities and projects, and citizens are looking for faster solutions from the European institutions, bodies and agencies to address their needs. The institutions’ ways of working must be fit for purpose and continuously improve and become more flexible, better harnessing the potential of digitalisation, networks and collaboration.
Scientific research is increasingly demonstrating the essential importance of some factors in decision-making, collaboration and the development of the organisation as a whole, in particular with regard to: misperception and disinformation; biases and assumptions; collective intelligence; emotions; values and identities; framing, metaphors and narratives; trust and openness; evidence-informed policymaking.
To meet these challenges, there is an increasing need to intensify collaboration on and knowledge management of core business, and to support significant developments and changes. To this end, EU institutions, bodies and agencies are to various degrees creating and implementing a wide range of new structures, tools, approaches.
