Item Description:
The European Chemicals Agency in Helsinki (ECHA) is planning to award the contract for the Development and Maintenance of Software, and the Provision of Technical, Operational and Helpdesk Support Linked to this Software.
The contract will be awarded following a two-step procedure. In the first step only the exclusion and selection criteria specified in the procurement documents of Phase I will be assessed and in the second step the award criteria defined for Phase II will be evaluated. Any interested eligible economic operator may ask to take part in the first step of this procedure, but only those invited by the Contracting Authority can submit a tender that will be evaluated in the second step. In Phase II the submitted tenders can be negotiated, more specifically the technical and the financial offers of the tenderers.
