Item Description:
The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposal (RFP).
This RFP is comprised of the following sections and attachments:
- Section 1: Terms of Reference
- Section 2: Proposal Requirements and Evaluation
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
- Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”)
- Annex 3: Cost proposal Template
Background
The GF has embarked on a new project to enhance the culture of the organization. This broader ‘Culture Project’ is expected to be carried out over a 2-year period, and has three themes:
- Diversity, Equity and Inclusion
- Culture and Values
- Future of work
The Culture Project aims to:
- Unite, motivate and inspire our workforce, and pave the way to a more consistent, aspirational organizational culture
- Build the recognition of the Global Fund as an organization people aspire to join and as a rewarding place to work
Building on the reflections from the challenges and opportunities of the past year of working from home, The Future of Work effort seeks to understand the present and emerging trends and changes that will impact the work we do and the way we work, and aims to shepherd an evolution of the Global Fund towards a future that is human-centric, and that leverages technology to drive innovation and effectiveness (Human-centric approach puts user needs, desires and abilities at the center of the development process, while also considering limitations such as organization goals, culture and budget).
This work will facilitate agile readiness for the future in order to accommodate the 2023-2028 Global Fund strategy and respond to forces such as the COVID-19 pandemic and other global disruptive events, demographic shifts, globalization and climate change.
Objective
The provider will help the Global Fund achieve the following objectives:
Phase 1
1. Identification of key areas where The Global Fund requires a step-up to reach its aspiration state in the future – “Gap Analysis”
2. Learning from global best practices to choose the right model that fits its vision, needs, and constraints in the future – “Benchmarking”1 and 2 will be concurrent
3. Recommendation of scenarios (options) for the “Future of Work” state
4. Charting the roadmap and change management activities to operate in the “Future of Work” by January 2023 – “Implementation roadmap”
Phase 2
5. Driving change management activities supporting the implementation of the roadmap.
While The Global Fund would have to work within the applicable budget constraints, the objective of this exercise is NOT cost optimization.
