General Procurement Notice for the Khatlon Public Transport Project

The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

The State Communal Unitary Enterprise “Bokhtarnaklietkhizmatrason” (the Client) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and of a grant from the EBRD Shareholder Special Fund for a project to establish a reliable passenger transportation service in Bokhtar and its suburban area. The proposed project, which has a total estimated cost of ca US$ 11 million equivalent, will require the procurement of the following goods, works and services:

• supply of ca 39 low-entry diesel buses,
• construction of a depot and supply of depot equipment;
• development of the e-ticketing system;
• procurement, technical, implementation and construction supervision assistance to the client.

Tendering for the above components is expected to begin in the first half of 2019.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
