Item Description:
The Management of Noncommunicable Diseases (MND) unit of the World Health Organization Regional Office for the Western Pacific (WHO WPRO) seeks to contract an IT company to support the improvement and implementation of an information management website that is linked to an electronic medical recording system, HeartCare, which is being used in multiple countries in the Western Pacific Region. The company will be expected to:
- Develop new feature according to updates to the HeartCare software, especially monitoring and visualizing information on prescriptions and data storage at the primary care level.
- Expand data reporting functions and improve visualization of predefined indicators, ensuring alignment with existing national information systems and comparison within and across multiple countries
- Enhance speed and stability when retrieving data from each country’s central data server.
- Provide technical support on maintaining cloud servers for the website and national HeartCare database servers for selected countries
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Develop new user-friendly, interactive feature according to updates to the HeartCare software
Output 2: Expand data reporting functions and improve visualization of predefined indicators
Output 3: Enhance speed and stability when retrieving data from each country’s central data server
Output 4: Provide technical support on maintaining cloud servers for the website and national HeartCare database servers for selected countries
Output 5 : Provide documentation of progress and final products required to sustain project
METHODS TO CARRY OUT THE ACTIVITY
Output 1: Develop new user-friendly, interactive feature according to updates to the HeartCare software
Deliverable 1.1: Make revisions to the user registration, authentication, authorization, access control, log recording and data export in the information management website, in connection with the updated MySQL database from HeartCare
Deliverable 1.2: Improvement of the user interface for the HeartCare information management website/dashboard with visually clear and dynamic graphs/charts/infographics, in connection with the updated MySQL database from HeartCare
Deliverable 1.3: Provide maintenance support for the website cloud server for the duration of the contract
Output 2: Expand data reporting functions and improve visualization of predefined indicators
Deliverable 2.1: Improve and develop additional reporting pages, aligned to updated features in the HeartCare software, such as death counts and prescription patterns, according to feedback from participating countries.
Deliverable 2.2: Provide a comparison report page that reflects countries information with charts and graphs that allow two or more countries to be compared
Output 3: Enhance speed and stability when retrieving data from each country’s central data server
Deliverable 3.1: Store processed, unidentifiable data that are used for regular reporting to improve the speed of website data search
Deliverable 3.2: Thorough testing and debugging of the information management website to minimize technical errors during in-country implementation
Deliverable 3.3: Submit a final report on the SQL development and summary information of the website at the end of the SQL query complete
Output 4: Provide technical support on maintaining cloud servers for the website and national HeartCare database servers for selected countries
Deliverable 4.1: Facilitate payment of website and cloud servers to support implementation in multiple countries in the Western Pacific Region
Deliverable 4.2: Updating of website to support multiple languages used in the countries implementing HeartCare
Output 5: Provide documentation of progress and final products required to sustain project
Deliverable 5.1: Submit monthly reports with documentation of development and implementation progress
Deliverable 5.2: Submit updated user manuals for programme managers and end-users
Deliverable 5.3: Submit final output products, including source codes, and a final report on the development and implementation of the information management website at the end of the contract period

Minimum of 5 years’ experience in webpage development and designing
Desirable:
Experience in medical data management and visualization is a major asset.
Experience working with governments, and intergovernmental, hospitals and other development agencies, including World Health Organization, will be considered
TECHNICAL SKILLS & KNOWLEDGE
- Specific technical skills and knowledge in online webpage technologies; including insights into Node.js, Java, hypertext mark-up language(HTML5), JavaScript, LAMP(Linux-Apache-MySQL-PHP) skills using cloud server, computer networking, file transfer protocol (FTP) system using online network and structured query language(SQL)
- Specific designing skills and knowledge in cascading style sheet(CSS3) with using open library, Adobe Photoshop, Adobe Illustrator, Packet analysis, Traffic analysis and web standards such as world wide web consortium(W3C)
- Specific programming skills and knowledge in Java server pages(JSP), Active server pages(ASP)/ASP.NET, visual studio code, JavaScript/Hypertext pre-processor(PHP)/Java/C++/C# framework, computer security, application programming interface(API), web services and database management system(DBMS)

ADDITIONAL INFORMATION:
- Upon finalization of the contract intellectual property of content and products shall revert to WHO, including source codes and original editable files.
- Any data or results may not be shared or distributed without approval of the responsible officer in WHO.
- The contractual partner will not be required to be based at WHO Regional Office for the Western Pacific (Manila, Philippines) to perform the tasks related to this activity but will require daily interaction with all the technical teams involved in the implementation of HeartCare through email or virtual discussion as needed.
