Item Description:
The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposal (RFP) Project.
This RFP is comprised of the following sections and attachments:

- Section 2: Proposal Requirements and Evaluation
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
- Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”)
Introduction
The Global Fund is looking to migrate its entire IT infrastructure to Azure. The Global Fund IT team is using an outsourced model for its IT Infrastructure to be located in Switzerland, The Global Fund IT team retains ownership of the operational aspects of the services delivered while entrusting a third-party provider with all technical, security, compliancy and delivery aspects.
Background
The IT infrastructure at the Global Fund comprises IT systems, products, and technologies necessary to deliver IT services to the organization and its clients. This includes all the hardware, software, connectivity, and physical facilities to develop, test, deliver, operate, and support IT services. The vast majority of the current Global Fund IT infrastructure is outsourced and based on our Cloud First strategy.
The service provider has full latitude to propose a creative approach to deliver the required services using Azure Public Cloud as long as it can be demonstrated that the technical approach is sound and secure, the model viable and hosting and storage of “at rest” data must be designated in Switzerland.
The goal is to optimize the current IT infrastructure into a more dynamic and flexible setup that can, for instance, allow on demand and speedy provisioning of supplemental IT infrastructure to support additional services (e.g. commissioning of a new business application or computing power/storage to support a new software development project, VDI, Data Analytics services) at the most adapted costs. Conversely, it should also allow on-demand & speedy de-provisioning of no longer required infrastructure (computing power/storage) and result in corresponding reduction in costs (through automation).
Objective
The objective of this RFP is to request proposals from qualified service providers to perform a Cloud Migration project for Global Fund. Many of the Global Fund’s applications are being migrated from an on-premise data center (Prod and DR) to Microsoft’s Azure Cloud. The Global Fund also expects to: setup Azure Cloud best practices; optimize Azure setup; and importantly ensure fully tested backup and disaster recovery capability aligning with ISO 22301 best practices.
