    Item Description:

    The European Medicines Agency (referred to below as ‘EMA’ or ‘the Agency’) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice in the Official Journal of the European Union, the invitation letter, the tender specifications and their annexes including the draft contract. All documents are available in the attached ZIP File.

    Subject of the tender

    To support the development process of the Agency’s managers at all levels: senior (Heads of Division), middle (Heads of Department) and 1st line managers (Heads of Service/Office), EMA seeks experts with a level of strategic thinking, pedagogical expertise and communication skills that will ensure the transmission of their knowledge and their know-how and enable managers to grow and reach the objectives identified. Please note that such a programme should also be applicable to project and programme managers whose responsibilities require matrix management.

    EMA is seeking to offer a comprehensive development journey – in the form of a multiannual programme – to its managers for the four-coming years with the objectives of:

    1. Creating a customised leadership and management development programme for 3 differentiated managerial layers: senior (Heads of Division), middle (Heads of Department) and 1st line managers (Heads of Service/Office). Programme and project managers should be able to attend a layer in full or for part of it.
    2. Filling the gaps in managerial competencies in order to have more homogenous managerial practices across the Agency by offering transversal events/activities that will allow managers to align on their understanding of key people management concepts and achieving consistency in applying people management practices across the Agency – e.g. high profile events such as All Managers’ Forums on topics of common interest. They would entail interactive activities and keynote speakers and would take place between 2 and 4 times a year.
    3. Building a community of practice within managers at the same level or across levels to help networking and best practice sharing.
    4. Offering at an individual level the necessary tools such as coaching, personal growth plan, mentoring to foster growth and self-confidence to become a better manager.

    To fulfil those objectives, customised leadership and management development programme for the three 3 differentiated managerial layers is to be developed, starting with an initial assessment (e.g. 360 or any other assessment tool) followed by a set of learning activities in the area of management and leadership development are to be offered as well as coaching on an individual basis or at a group level. At the end of the programme an assessment should be conducted to measure the impact of such a program on the development of knowledge, skills and competencies of EMA’s managerial population.

    We anticipate full use of new and emerging trends in learning and development to enable managers, and thereby the Agency, to gain the maximum return on investment. Therefore, customised leadership and management development programme, the learning activities and the coaching sessions may include live web-learning, blended learning, conferences, special events, collaborative platforms, peer exchange, facilitating communities of practice and support to other forms of informal learning, in addition to traditional classroom training. Preparation of bespoke e-learning material in the subject matter of the tender may also be required. Acceptable formats are SCORM (Shareable Content Object Reference Model) compliant) and AICC wrapped (Aviation Industry CBT (Computer-Based Training) Committee) compliant.
