The European Bank for Reconstruction and Development (EBRD) is an international financial institution that supports projects in over 30 countries, from Eastern Europe to central Asia and the southern and eastern Mediterranean. The EBRD is owned by 65 countries and two intergovernmental institutions, the European Union and the European Investment Bank (EIB). The EBRD has certain privileges and immunities such as exemption from Taxation, customs charges with all official correspondence being granted diplomatic immunities and privileges.

Invitation for Tenders

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtm) on February 11, 2019.

State Institution (SI) “Khojagii Kommunalii Nazdi Makomoti Ijroiyai Hokimiyati Davlatii shahri Kulob (Municipal Services under the Executive body of state power of the city of Kulob), hereinafter referred to as “the Purchaser” or “the Client”, has applied for a grant from EU IFCA via the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, and intends using part of the proceeds towards the cost of Kulob Solid Waste Project, hereinafter referred to as “the Project”.

The Client now invites tenders for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the above proceeds:

• Management Information System, Software and Hardware.

The contract will include Supplying the necessary hardware and software, installation, configuration, implementation, training and further support of a management information system (MIS) for accounting and billing.

Tendering for contracts to be financed with the above proceeds is open to firms and individuals from any country.

To be qualified for the award of a Contract, Participants must substantially satisfy the following minimum criteria:

• Available financial resources: The Participant must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement in the amount of 100% of their tender price and that these funds are free from its current commitments; and,
• General Experience: Experience as Supplier, in at least two (2) contracts within the last three (3) years, each with a value of at least USD twenty thousand (20 000), that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the nature and complexity of the Goods compared with the Goods described in Section VI:  Requirements;

Tenders must be delivered to the office at the address below on or before than 15:00 оn 21 November 2019, at which time they will be opened in the presence of those Participants’ representatives who choose to attend.
