Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Invitation for Bids [IFB]
The Kingdom of Eswatini has received financing from the African Development Bank hereinafter called the Bank towards the cost of the Manzini Region Water and Sanitation Project and intends to apply part of the proceeds toward payments under the contracts for the Construction of the water treatment plan and pumping main and construction of reservoirs and distribution. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method as defined in the Bank’s Guidelines and procedures for Investment Project Financing.
The Eswatini Water Services Corporation now invites sealed Bids from eligible Bidders. Bidders may submit bids for one lot or for both lots.
Lot 1: Construction of Raw Water Main, Water Treatment Plant and Treated Rising Main:
- Intake Pump Station with 3No. pumps
- Raw Water Transmission Main (900m of DN800 DI)
- Staff Houses
- 16Nos. two bedrooms (2No. one-storey blocks)
- 8Nos one bedrooms (1No. One storey blocks)
- New Matsapha Water Treatment Plant (25,000m3/day)
- Treated Water Pump Station with 3No. pumps
- Treated Water Rising Main (6,000m of DN500 DI)
Construction Period: 18 months:
Partial Completion Period
- Staff Houses : 6 Months
- Intake Pump Station : 12 months
- Raw Water Man : 12 Months
- Treated Water Pump Station and Rising Main – 12 Months
- Defects Notification Period: 12 months
Lot 2: Construction of Treated Gravity Mains, Storage Reservoirs, Distribution and Reticulation Systems.

- Storage Reservoirs: Circular Reinforced Concrete o Logoba: 1No. 12,000m3
- Mphilo: 2No. x 9,000m3
- Distribution System (OD400 – 250 mm PVC-O and 0D90 – 200mm uPVC)

Bidders may Bid for one or more lots or combination of lots as applicable and as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework dated 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
