Provision of Containers and Mobile Offices and Associated Services

Item Description:

The European Asylum Support Office (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. Overall objective of the contracts

The overall objective of the contracts is to enable the contracting authority to procure containers of diverse types and dimensions, excellent quality and in the required quantity, in due time and according to its needs, including associated services linked to the acquired supplies.

Purpose

The purpose of the contracts is to provide mobile, secure, high-quality containers and mobile offices, associated logistics and maintenance services, to be used for diverse needs: operational offices, accommodation structures, restroom facilities, etc. when and where needed (different locations), and enable EASO to deliver in an efficient and timely manner on the basis of the needs identified under the operational and technical support provided to Member States (MS) under particular pressure. In addition, the possibility of changes in political and migratory context may provoke urgent new needs at any time.

The contractor shall be able to ensure supply, delivery and associated services to any location on the territory of the EU Member States where EASO has operational activities (mainland and islands). Currently EASO has operational activities in different locations in Italy, Greece, Cyprus, Malta, Spain and, most recently Lithuania, but this list should be considered indicative, is subject to change and by no means non-exhaustive as EASO might request delivery to any location on the territory of the EU Member States. The following is to be noted in that regard:

• Deployment to mainland: Mainland is meant to be the principal land of a country including peninsula, as distinguished from adjacent islands.
• Deployment to islands: Island is meant to be any tract of land completely surrounded by water.

The term deployment location is to cover the geographical location where a mobile office – container is delivered and associated services are provided.

The contractor shall collaborate with the administration of the deployment location to ensure smooth deployment.

It is stressed that the contractors are expected to abide by the contract, also concerning the different deployment locations. For instance, even if a delivery is to a remote island falling within the above definition and quoted in the financial offer (SSF7), the delivery to that remote island shall take place in accordance with the contract and the price quoted in the financial offer (SSF7), without any additional costs to be claimed by the contractor in that regard.

In addition, in the implementation of the FWC the contractor is expected to provide free of charge advice to Contracting Authority, where necessary, in view of identified needs, for example with regards to pre- installation works and/or national requirements.
