The European Bank for Reconstruction and Development (EBRD) is an international financial institution that supports projects in over 30 countries, from Eastern Europe to central Asia and the southern and eastern Mediterranean. Investing primarily in private sector clients whose needs cannot be fully met by the market, the Bank promotes entrepreneurship and fosters transition towards open and democratic market economies. The EBRD is owned by 65 countries and two intergovernmental institutions, the European Union and the European Investment Bank (EIB). The EBRD has certain privileges and immunities such as exemption from Taxation, customs charges with all official correspondence being granted diplomatic immunities and privileges.

The EBRD has a requirement for the provision of Architecture, Interior Design and Lead Design Consultant Services and Principal Designer for the EBRD HQ project.

Only Consultants that answer “yes” to all questions relating to the Minimum Requirements and provide the requested documentation as evidence will have their Technical Proposals evaluated by the Tender Evaluation Panel (TEP). After evaluation of the proposals up to 5 (five) Consultants will be invited to present to the TEP and observers from the project team. Based on the outcome of the combined scores of the Technical Evaluation (comprising Stages 1 and 2) and Financial Evaluation up to 3 (three) Consultants will be invited to take part in the Design Competition.
