    Item Description:

    The European Investment Bank (“EIB” or “the Bank”) is the financing institution of the European Union (EU). Created by the Treaty of Rome, its shareholders are the Member States of the EU, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.

    The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.

    The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that aim at financing capital projects according to the objectives of the EU with the most favourable financial terms. Outside the EU the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.

    Brief description of the required services/supplies

    The European Investment Bank is conducting an open procurement procedure in order to establish multi-operator framework agreements for the provision of French Law services to the EIB in six distinct Lots covering various operational areas of work for the Bank. All documents are available in the attached ZIP File.

    A detailed description of the EIB and the range of services required under the FWA for each of the Lots can be found in Annex A hereto.

    This tender is divided into the following lots (“Lots”):

    • Lot 1: Project Finance /PPP and others form of limited recourse financings;

    • Lot 2: Risk sharing / contingent loans / Guarantees (EIB acting as guarantor) / Supply chain finance and reverse factoring (EIB acting as lender/factor or guarantor);

    Tenderers may submit an offer for one, several or all Lots but must indicate clearly in their tender for which Lot(s) they are applying.

    Each Lot will be evaluated and awarded individually. There is no limit on the maximum number of Lots that may be awarded to one Tenderer.

    Unless expressly specified otherwise, the instructions and information presented in these Terms of Reference apply to each of the Lots.
