    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Invitation for Bids (IFB)

    The Government of Rwanda has received financing from the Africa Growing Together Fund (AGTF) through the African Development Bank hereinafter called the Bank toward the cost of the Transmission System reinforcement and Last Mile Connectivity Project (TSRLMC), and intends to apply part of the proceeds toward payments under the Contract for Plant Design, Supply and Installation of Kihere New Substation and Extension of Rwikwavu and Huye Substation and Extension of Rukarara, and Upgrade of Kibogora Substation. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for InvestmentProject Financing, except for those payments, which the contract provides to be made through letter of credit.

    The Energy Development and Corporation Limited now invites sealed Bids from eligible Bidders for Plant Design, Supply and Installation of Kihere New Substation and Extension of Rwikwavu and Huye Substation and Extension of Rukarara, and Upgrade of Kibogora Substation. This tender is divided into two (02) Lots as follows:

    • Lot 1: Plant Design, Supply and Installation of 220/110/30kV Kirehe Substation, and Extension of 110/15kV Rwinkwavu
    • Lot 2: Plant Design, Supply and Installation of 110/30kV Huye Substation, Extension of Rukarara and Gisagara Substation and Upgrade of Kibogora substation

    Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework “Procurement Policy for Bank Group Funded Operations”, dated October 2015, IFB and is open to all eligible Bidders as defined in the Procurement Framework.
