Item Description:

The European Bank for Reconstruction and Development (EBRD) is an international financial institution that supports projects in over 30 countries, from Eastern Europe to central Asia and the southern and eastern Mediterranean. Investing primarily in private sector clients whose needs cannot be fully met by the market, the Bank promotes entrepreneurship and fosters transition towards open and democratic market economies. The EBRD is owned by 65 countries and two intergovernmental institutions, the European Union and the European Investment Bank (EIB). The EBRD has certain privileges and immunities such as exemption from Taxation, customs charges with all official correspondence being granted diplomatic immunities and privileges.

Objective of this General Procurement notice

Georgia has requested loan financing from the European Bank for Reconstruction and Development (“EBRD” or “the Bank”) for the benefit of the municipality of Bakuriani to expand the fleet of specialised vehicles and machinery aimed at improving the quality of the municipal services. The Project will be implemented by the Municipal Development Fund of Georgia. The proposed project, with total estimated cost of up to EUR 5 million equivalent, will require the procurement of the following goods, works and services:

1. Assorted specialised vehicles and machinery and related services (Wheeled excavator-loader, Front loader, Wheel loader (mini loader), Snow compaction machine, Universal multifunctional truck, Evacuator, Self-loader, Quadricycle, Waste collection vehicle) – several lots/contracts, with small quantities in each lot/contract;
2. New low-floor diesel Euro 5 buses (expected length of 7.2-8.5m) and related services – up to 10 buses.

The procurement of the above will be carried out in accordance with the EBRD Procurement Policies and Rules (Rev. November 2017), which can be found at https://www.ebrd.com/work-with-us/procurement/policies-and-rules.html, as follows:

• Package 1 shall be procured via open tendering in accordance with the national law of Georgia as per EBRD PPR para 3.10;
• Package 2 shall be procured via open tendering in accordance with EBRD PPR para 3.8.

The tendering for both packages is expected to commence in September 2019. The contracts are expected to be signed in Q4 2019 subject to successful tendering and confirmation of Bank’s financing.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
